Malta’s E-Government System Ranks First in Europe!

In the 2024 European Commission’s “E-Government Benchmark Report,” Malta once again claimed the top spot with a score of 97%, surpassing other European countries. This score represents a one-point increase from the previous year, showcasing Malta’s excellence in digital public services.

According to the European Commission’s report, Malta’s score of 97% in e-government services is significantly higher than the average of other European nations. Following Malta are Estonia with 92% and Luxembourg with 90%. The report analyzes the online government services of all European countries over the past year, evaluating their performance in user-friendliness, transparency, key enablers, and cross-border services. Malta’s outstanding performance is attributed to the collaborative efforts of the public service sector and government officials. Tony Sultana, the Director of Public Service in Malta, stated that this achievement not only recognizes the high standards of public service in Malta but also affirms the skills of its public officials. Consequently, skills development became a key topic at the Public Service Expo24, aimed at advancing public service quality alongside technology.

“Such achievements would not be possible without the dedication of our public sector colleagues and ongoing investment in resources. We will continue to invest to ensure that Malta’s public service sector always has the best tools and digital skills,” said Tony Sultana. The European Union conducts this research annually to assess how effectively public administration departments in various countries utilize modern digital tools to provide services. The study is based on four main evaluation criteria:

1. User Centricity: Evaluates the user-friendliness of public services, including the ease of use and accessibility of online services.
2. Transparency: Measures the transparency of information provided by the government in delivering public services, including service processes, data usage, and user feedback.
3. Key Enablers: Assesses the key technologies and infrastructure that support e-government services, including electronic identity verification, data-sharing platforms, and security measures.
4. Cross-border Services: Evaluates the government’s ability to provide services across borders, ensuring that EU citizens and businesses can smoothly access e-government services during cross-border activities.
