Tax-Free Purchase of Women's Hygiene Products in Malta!

Malta has finally implemented a tax exemption policy for women’s hygiene products! During the 2025 budget speech, Finance Minister Clyde Caruana announced that this policy will bring tangible benefits to women. With the implementation of this policy, women will no longer be charged value-added tax (VAT) when purchasing products such as sanitary pads and tampons, marking a significant step towards promoting gender equality.

Since the European Union passed relevant legislation in 2022, member states have had the authority to reduce or eliminate VAT on women’s hygiene products. However, Malta has only now introduced this measure. The launch of this policy signifies an important step by the government in advancing gender equality and demonstrates a commitment to women’s health and rights.

In his speech, the Finance Minister emphasized the government’s dedication to improving the quality of life for women through a series of measures. The tax exemption on women’s hygiene products not only alleviates economic burdens but also creates a more supportive environment for women. This policy aims to eliminate the stigma associated with purchasing hygiene products, encouraging women to manage their reproductive health with confidence. Under the new policy, the VAT on women’s hygiene products will be reduced from the current 18% to 0%. This will directly lower the cost for consumers, making essential hygiene products more affordable for a greater number of women. Additionally, the government will provide subsidies for women cancer patients to help them access necessary products, such as specialized bras for those who have undergone mastectomies. This measure reflects a commitment to women’s health and shows the government’s concern for vulnerable groups.

Before the official implementation of the policy, Malta had already taken some preliminary steps. Earlier this year, three church schools introduced vending machines for menstrual products, providing free hygiene items to female students. This initiative aims to reduce the stigma surrounding menstruation and encourage young women to access hygiene products conveniently when needed. The response to this initiative has been overwhelmingly positive, receiving strong support from students and parents alike.

The introduction of this policy is a crucial part of the Maltese government’s efforts to promote gender equality over the past few years. The government has committed to continuing a series of gender-related policies over the next five years to ensure that women enjoy equal rights and opportunities in all areas. By reducing taxes on hygiene products, the government hopes to promote women’s participation and self-management on a broader scale. Following the announcement of the policy, various sectors of society welcomed this decision. Many women expressed that the cost of purchasing hygiene products has always been a significant burden in their lives, and the tax exemption will undoubtedly help alleviate their financial pressure. Numerous NGOs and women’s rights groups have also praised this move, viewing it as an important step towards a more equitable and inclusive society.

With the implementation of this policy, Malta still has more work to do in promoting gender equality. The government plans to continue focusing on women’s health and hygiene issues, ensuring that all women have equal access to necessary products and services. Furthermore, the government will enhance the promotion of menstrual health education to raise public awareness of women’s health issues and eliminate biases and misconceptions related to menstruation.

The implementation of the tax exemption policy for women’s hygiene products in Malta marks a significant step by the government in advancing gender equality and improving the quality of life for women. This policy not only alleviates the economic burden on women but also lays the groundwork for broader social change. It is hoped that in the future, Malta will continue to advance more gender equality-related policies, creating a better living environment for women.
